I think you cannot do it yourself. I am working with image processing al  the day.

As for my self, I always choose some professional image processing SDK for VB.NET to help me.

It is just one of many but I do appreciate its simple way of processing.

Even though I only tried its free trial package to generate barcodes and didnt check the cost and licensing conditions, it works great for me.

I hope you can plot points on an image object, that will create lines and then measure the angle where the lines would intersect with the help of it successfully.
